I am sure there are some things that can be cut from the military budget. I am also sure there things that are being mis-managed in the military budget but…

I don’t think constitutionally mandated areas of the federal government should be the primary places that massive budget cuts should be started at. There are enough extra-constitutional areas where large amounts of money is wasted in their bureaucratic structure or what they are spending funds on that significant cuts can be made there first.

True.  I question the wisdom of cutting funds for the development of major systems at the exact time potential adversaries are increasing their spending.  It seems to me sort of like England reducing the procurement of rifles and fighter aircraft before the start of WWII.  Hitler also told Europe that he had no intention of attacking.
