So let me float a proposal borrowed from the business world. If you want to find answers to the hardest questions, why not reach broadly into the expertise of the country and assemble the best spy team possible?

I can assure you that DIRNSA is not exempt from this as well.  I remember how frustrated I was when I thought I had CRITIC info once and it took almost a month to get it published.  Ironically, when it did get published it was classified to a point where I could not even read my own report.  I suspect to this day that my civilian boss took authorship credit for it.
